Is following board https://www.industrialshields.com/industrial-plc-based-on-arduino-original-boards-automation-solutions-20ios available with normally closed relays in stead of normally open ones?
Can the USB port be used as a serial interface? In order to control the relais via a PC.

Our industrial Arduino based PLC has they hardware set and we do not have any variable to fulfil your requirements. However, you can connect normally closed relays on the digital outputs if you wish to implement this system.
As for the USB port, it can be used for the serial connection. Despite this, we do not recommend the use of it for controlling the PLC as a high-duration connection could result harming the USB. If the PLC has to be always connected to the computer, we propose working with the Ethernet connection.
